The newer sign is either the result of today's education systems or the "Twitter" language which conserves the use of letters.

Park Avenue being a COUNTY road (Route 531), the County was responsible for the sign.
I'll be checking to see if they corrected it, as John Louise asked them to do. Stay tuned.
