Sharpe & Libby: Diff'rent strokes for diff'rent folks?

In a piece titled 'That wasn't bling in his wrists and ankles', the Ledger's Tom Moran led off --
"Mayor Sharpe James stepped into the courtroom carefully yesterday because his legs were in irons.

When he sat at the defense table, he put his hands on his lap, hiding his handcuffs from the overflow crowd that could hardly believe what they were witnessing."
As I write this, Brian Lehrer is preparing to discuss the 'perp walk' presentation and more on his WNYC radio show.

Meanwhile, what's on my mind is why Sharpe is cuffed, when 'Scooter' Libby, convicted of a Federal charge, evidently never saw a handcuff in his entire encounter with the criminal justice system. Or at least I can't find a reference.
